In an unusual settlement to a law suit filed on behalf of a foster child who was severely burned in bath water, the Cayuga County Department of Social Services has agreed to engage in a two-year public awareness campaign on preventing such injuries. Elliot S. Tetenbaum of Newburgh's Larkin, Axelrod, Ingrassia & Tetenbaum, the attorney for Maresa Vogelsang, who suffered the burns in a 1994 incident, had contended that the County did not instruct prospective foster parents on the danger of scalding injuries.
